Admin: team hierarchy & access
You can give another user Manager or Admin power, assign their downline, and transfer users between managers.
Permission model: MR = own data · Manager = own + assigned downline · Admin = all users/data + role/transfer controls.
Set each person's role and manager. Admin can transfer users between managers and grant Manager/Admin access. Database policies must also enforce these permissions.
